The Douglas County School District has more than two dozen schools serving the area, including the traditional elementary, middle and high schools, in addition to charter and alternative schools.

Real estate owners in Highlands Ranch are represented by the seven-member board of directors of the Highlands Ranch Metropolitan District (HRMD), which was formed to provide necessary services, such as water and sewage treatment, road construction, road landscaping and maintenance, and parks and trails development and maintenance.
Additionally, the Highlands Ranch Community Association (HRCA) operates and maintains the recreation centers, and provides the community events, youth and adults sports programs, and fitness and educational opportunities. The HRCA is made up of a five-member board of directors, who also oversee architectural control and covenant enforcement. All Highlands Ranch real estate owners are HRCA members.
Highlands Ranch is generally bounded by Santa Fe Drive on the west, Quebec and Interstate 25 on the east, County Line Road on the north and Lincoln Avenue on the south.
